Cape York Strategic Leaders Programs

Our Cape York Strategic Leaders program is a bit different to our other, more general, programs. It grew out of the Queensland Government’s Cape York Justice Strategy as a way of improving community relations in Queensland’s northern-most region. It is a targeted program in which local people meet, develop their leadership skills, and work on community development through leadership.

Local people include: senior public servants from Education; from Health; from Police; along with the Mayor and Councillors; Justice groups; Community Police; and other significant local leaders.  

Who is it for?

While the Strategic Leaders programs run so far (under the name ‘Cape York Strategic Leaders') have been targeted at a particular region, the idea has proved so successful that there has been considerable interest from across Queensland. The program could easily be tailored to local needs in other parts of the state. It would suit communities that need to develop the skills and networks needed to improve relations among residents, police, government and other relevant parties.

How does it work?

In Cape York, many people only interact with officialdom in times of crisis. This program has allowed a range of people - such as indigenous leaders, police and government representatives - to get together for five days to work on themselves, analyse how they relate to people, and discuss how would like to run their communities. More than just discussing ideas, they work on specific projects that they can pursue in their communities.

Strategic Leaders has been extensively evaluated, and this has shown that program has led to direct and positive changes in behaviour for participants and other people in their communities, and improved cross-agency communication in relation to the communities.

Typical structure

The program is based around two workshops, but with the ‘real' work being the participants' community projects. The typical course structure is as follows:

  • Pre-workshop interviews with participants
  • Initial 5-day workshop, working on developing community projects
  • Participant leaders continue to practice and develop collegial and cooperative work
  • 3-day workshop at approximately 3 - 5 months later
  • Evaluation (over a number of months).

Cost

These programs are individually costed but costs between $3,500 and $5,000 per participant depending on what is included in the costs. Typically consultancy fees count for around 30% of total cost with the rest going on materials, venues, accommodation, travel and administration.
